Sorry if this sounds flippant, but maybe he moved house between the
census date and the date that Kelly's cohorts knocked his door during
their survey! Remember too that there was a *huge* amount of moving
around in London at this time due to street clearances, road and rail
building etc.
Many of the people made 'homeless' by these sort of events didn't move
very far at all, often just a couple of hundred yards. So the address
in the 1851 PO Directory 'could' be a good starting point, but could
equally not be. That's the whole point of using these directories, it
gives you a head start, after all how would you have known to look at 30
Westbourne Terrace without the information in the directory (grin).

Anybody's guess. Mistakes will usually have been made by a transcriber
rather than the actual enumerators though. By 'transcriber' I mean the
people who collated the actual census forms and entered the details into
the enumerators' books and also the later indexers of those books.

Every year from 1799, but just try getting hold of one! These books
really are *rare* so CD facsimiles are absolutely invaluable.
Anyway, Thos RISHWORTH was at 30 Westbourne ter. in the Court Directory
section of the 1848 PO Directory.
In the 1856 he is not in the court directory, but there is a James
RISHWORTH at 24 Finchley New Rd in there. A relative perhaps?
