Theobald Street, New Kent Road appears to no longer exist. New Kent Road
does however still exist and I can give some idea of the locality for that.

In today's terms when stating the location of a road in London, the only
safe way of doing it is to quote the first part of the post code so in this
case New Kent Road, SE1 would be how to describe it. As for areas in which
it lies it is within the present day London Borough of Southwark and would
be in the Newington ward. Traditionally I believe it would also be referred
to as Newington.
