So am I Liz. The origin of that statement sounds like one of those throw
away remarks or generalisations without too much thought behind them. Whilst
one can appreciate that a church can get such a reputation, it cannot be for
all time - I can understand one particular incumbent being lax, but his term
of office was finite. The dates of documents which suggest such a state of
affairs should be compared with a list of incumbents - remembering that the
clergyman actually signs the documents or registers it shouldn't be too
difficult to work out the period during such a reputation could be
vouchsafed.
As a 'starter for ten', Liz has suggested 1824.
