I think the problem is with the assumption about his date of birth. If you go
into the 1901 census, and assume his age was 26 +/- 10 years then there is
precisely one hit:
Peter DOWNING, age 18, born London, Poplar, occupation carman. Civil parish
St.Botolph Without Aldgate.
My only slight reservation about this is that it means he would have been about
34 when he died, which is a touch older than I might have expected.
