We have a propblem that, hopefully, some-one can assist us with.

We recently discovered a family member who was born in the City of London in 1944. We have his Mother's name and her address at the time of his birth, also his Date of Birth. My Daughter in Canada applied for a copy of his Birth Certificate, by E mail, from the Family Records Center in London, and forwarded her Credit card as payment, this was accepted about 2 weeks ago. Now she has received an E mail from them stating that her money is being refunded to her credit card as the birth certificate cannot be sent. This person is her half-brother, what is their reason, does any-one know ?? They have the same Father but different Mother's, and she was hoping to contact him.
Would we be able to obtain this certificate any other way, maybe if we went to the Family Records Center in person ???
