I have found Elizabeth and Horatio on the 1881 and 1891 census - On
neither census is Elizabeth's birthplace known so so you may need to
cast your net wider than London.
I can't find her on the 1901 but there is a death for an Elizabeth
Harriet Hurford in Poplar aged 43 in 1894

So perhaps she was named after her mother?
