For a very long time the only record would likely be in the ship's
logbook or in a journal kept by one of the officers. With Naval ships
this sort of thing was recorded and faithfully reported. With
merchant ships, things were much looser and logbooks were probably
filed at the shipowners' office and eventually got tossed out. Some
found their way to museums and historical societies or libraries.
That's not to say that there aren't some records somewhere of persons
'lost at sea' and when. Perhaps in Coroner's records or Probate
Court/Orphans Court records. But to the best of my knowledge there
was never any central record keeping entity required for such things
until quite late - I believe in MD state birth/death records start in
1912.
