That's my understanding, too, regarding early Virginia transport of
indentured servants. Even a vague family legends holds that Richard BAYLEY
received multiple headrights for transporting multiple people to
Virginia--he brought our Richard HUFFINGTON to Accomack Co. on one of those
trips and received 50 acres for doing so, but this isn't the only time he
was so endowed.

Also I've read of this practice in at least one well-documented history
book (the name of which, of course, escapes me now...), that scamming the
system was par for some people's courses. That was supposed to have been,
as I recall, one reason why the award was discontinued.
