Carole: Having spent thousands of hours in both facilities (and I plan to
spend thousands more now that I'm retired!), I'll offer my thoughts on archives &
HSD.

If you must choose, I would take the archives. They have official records,
plus a marvelous collection of indexes contained extracted genealogy info from
those older records, such as births, deaths and marriages. They also have
many of the books that you would find at HSD. For records of the 20th century,
they have copies of official birth, death and marriage records. They have
probate records, Orphan's Court records, and assorted other court records.

The archives are housed in a wonderful new building, which is staffed with a
team of experts that I find extremely willing to help guide you through the
collections. Much of the material is now on microfilm, but they have plenty of
new readers that actually work.
