Elizabeth Shown Mills, in her book, Evidence! Citation & Analysis for the
Family Historian, provides the following guidance for a Bibliographic Entry:

IF the Emphasis is on the "location" start the citation with place; cite
items in descending level of importance, ending with specific record or
record group.

IF the Emphasis is on the "person" start the citation with person's surname
then given name, followed by details of record.

Example:
Texas. Archives Division, Texas State Library, Austin. Confederate Pension
Records, Index. (Online <http://link.tsl.state.tx.us/c/compt/index.html>;.
Minshew data downloaded 16 Novemeber 1996.

No italics, no bold, no underline.
