The Library of Virginia also offers some excellent resources. They don't
always have much available online, but almost all records are on microfilm
and available through ILL. There is also your Local Family History center,
and their catalog is online at _www.familysearch.org_
(http://www.familysearch.org) . Generally, if none of us respond, it is because the question
involves a person or place about which we have no information.

In addition to checking out the Wikipedia entry for Elizabeth City County
previously suggested by Roy, you also might like to look at the interactive
historical map of Virginia counties at
http://historical-county.newberry.org/website/Virginia/viewer.htm. The newberry site shows the boundaries of
Virginia's counties/independent cities from 1634 forward. This site is a
bit slow and cranky on my dial-up server, but hopefully will work great for
you.

I can't vouch for the site's accuracy, but the site seems to show that
Elizabeth City County (including in its previous names) never included any
territory on the peninsula now known as the Delmarva Peninsula. I think it's
very good that you are inquiring on the LDR, because of Robert Russell's
stated birthplace, and because of the proximity of old Accomac and Elizabeth
City, but as others have suggested, be sure that you also are checking with
other resources, such as other rootsweb lists, the appropriate genweb
sites, various Virginia sources, etc.
