We kinda wonder that ourselves. :-) But, in fact, quite a few people
do seem to consider it a feature and not a bug.

ROOTS-L as one of our heaviest and busiest mailing lists puts a pretty
significant strain on the servers. With 8000+ subscribers and 100
messages a day, if most of them were in the "mail mode" version of the
list then we'd be in deep trouble. Restricting mail mode to folks who
are current RootsWeb Contributors is a way to keep the mail server's
load to a manageable level.
