I don't believe we've never had a formal policy on list administrators
releasing the email addresses of their subscribers, but we'd hope that
no one would do so -- it's simply not ethical.

RootsWeb staff, however, will *never* release email addresses to
outside parties. See <http://www.rootsweb.com/rootsweb/aup.html>;,
under "RootsWeb's Pledge to Its Users".
