I apply some simple rules with the lists that I manage.

If it is relevant to the topic I let it through, eg. sub regional, or
neighbouring area, or the surname is relevant to the area.

If it seems to be a *blunderbuss* approach I get a little shirty and
tell them to be on topic like any other mail.

eg. US county list announcement is not considered for my regional
Victorian (Oz) list. Don't laugh it was sent from someone not
subscribed.

I expect relevance rather than hit and miss. I think that is fair, we
have the big lists for the global announcements, we already announce
in RWR, we send them to John Fuller who announces, and we have
specific lists for announcing new mailing lists. That is suitable
for many scenarios.
