We do see it as a bounce. Cannot say whether it is a temporary
problem or not, it is MSN doing it and they regularly do weird and
wonderful <eyeroll> things that are beyond explanation and
comprehension.

You will only see X-Diagnostic lines in lists where you are the
admin. I am presuming that you are opening the headers of the
messages to look as what you have pasted isn't the full headers of a
mail just the concise headers.
