Hi, Rick:
For the most part, this is outside the admin's control. And in my opinion, it works better sending the reply only to the list. I get a bit annoyed when people send me a copy of a reply when they *know* I am going to see it on the list as well. It's just In Basket Clutter to get a duplicate.
But that's opinion. The facts are that if the sender has "reply to" set, most clients' "Reply All" will set the message up with one copy going to the original author and one copy going to the sender. If the sender does not have "reply to" set (the vastly preferable way of doing it, IMHO) then the list address is set up twice. I believe most clients will only send one copy, though; Eudora works that way. Some mail server software may also filter true duplicates before they ever get to the recipient.
