Royce,

The only "dumb question" is one you don't ask!

AFAIK, there's no way to do what you want automatically for a new
subscriber. However, as long as you put it in the Welcome message for new subscribers,
I don't know anything in the RW admin rules that would prohibit you from
temporarily manually placing new subscribers under moderation.

However, I'm not sure that such a move would be prudent. On my lists, I
generally invite new subscribers to post their surname connection. That helps
keep the list active.
