There's no reason why non-member messages can't be passed through to
the list if they are on topic but there's no point because, as you
say, they won't see any replies.

If the message is in reply to one on the list already, that suggests
the person is subbed under another address or is reading the archives.

If I recognise the sender, then I'll let a message through be it a new
mesage or a reply. If I don't, I reject it but append to the standard
"sub first" response to use the address originally subbed with.
Sometimes the message comes back from the "correct" address, sometimes
the sender gets huffy and either doesn't re-send because they think
they have used the correct address or they don't sub.
