What microfilm of the US census did you read: One made by NARA, one
made by the FHL or one made by some other commercial company?

The blurring was probably done during the copying of the film from the
original.

If you were looking at one by NARA or by the FHL, complain and they will
get a new one for the branch or the FHL will make another one for you.

The only problems I have had reading a census microfilm is that part of
the record was written over or illegible or the film was too dark to
read. The former you can't do anything aabout and for the latter NARA
replaced the film when I complained.
