I have reasons to believe James was born to Robert FOWLER, b., January 21, 1760, Salisbury, Essex, MA and Molly LOWELL, b., September 20, 1759, Amesbury, Essex, MA but cannot confirm, yet.

There is no birth of any Fowler in the Town of Essex. You have to be
careful not to confuse the Town and the County.
I do not think his parents could be Robert and Molly as the couple had a
son Enoch born 7 Jun 1790 per Salisbury Births

Per Salisbury Death records Robert a shipwright died 1 Jun 1843 at age
83 years and per Marriages a Robert married Betsy Morrill 20 Aug 1797.
There is no death record for Molly.
Where did this story come from? Did James T Fowler report his
birthplace on the 1850 Census as Massachusetts?

Check the MAESSEX archives for Fowler messages and perhaps someone
replied to the list to your query. Go to the rootsweb List of Lists and
find MAESSEX and search the archives.
There is an Essex County Probate Index by Melissa L Sanborn. Ask for a
Robert Fowler lookup and if he is there, you can get a copy of the
probate record from the Massachusetts Archives.
