Petition for Incorporation of Albany

Source: Jenks' Portland Gazette, issue of Jan. 31, 1803.
To the Honorable the Senate and House of Representatives of the Commonwealth
of Massachusetts, in General Court assembled, at Boston, January 1803.
WE, the Subscribers, your humble petitioners knowing that the Legislature
are at times willing to remove inconveniences, and redress grievances when
known to exist in any part of this Commonwealth, and are not insensible of the
advantages & disadvantages of an incorporate & unincorporate state: We,
therefore, pray the Honorable Legislature that the Plantation called Oxford, in the
county of York, may be incorporated into a town by the name of Oxford,
according to the courses and distances following. viz.—

Beginning at a Pond at the northeasterly corner of Waterford, thence north
twenty degrees west, six miles and one hundred and thirty rods to the south
line of Bethel; thence west, twenty degrees south, bounded by Bethel, five
miles and one half; thence south, twenty degrees east, seven miles or
thereabouts, to Waterford line; thence by the northwardly line of Waterford to the first
mentioned bound. And your Petitioners, as in duty bound, will ever pray.
ASA CUMMINGS,
BANI HASKELL,
JONATHAN HOLT,

}Committee cho-
}sen in behalf of
}the Plantation
}of Oxford.

The makeup of the populace of a township was often determined by the place
of residence of the proprietary: most of the landowners of Andover and Albany
were citizens of Andover, Massachusetts, and it was from that town their
earliest settlers hailed.

Albany Township: Originally this tract was described as “Number 5” in a
row of five townships laid out by Samuel Titcomb in 1788. As early as 1792,
it was known as Oxford Plantation. Why it adopted this particular name is
unknown; but in so doing, the settlers became the first to advertize a name by
which the entire county would eventually be known. Upon incorporation in
1803, the name of Albany was chosen. Again, the reason is unknown. Although
some have suggested the naming was in honor of the Duke of Albany; the
second son of America’s enemy, George III, seems an unlikely subject of honor for
yeomen of rural New England.

First known as Township Number Five, as Orange Township (or Orangetown), and
as Oxford Township. An undated plan of two grants made to Fryeburg Academy
in 1792 refers to the township as "Oxford, formerly called Orange" [Land
Office Plans, 25:2]. Rev. Paul Coffin _referred to it in 1797_
(http://oxfordcounty.blogspot.com/2006/01/missionary-tour-in-maine-1797.html) as "Orangetown."
A deed made that same year refers to "a New Plantation call Orring in No five
in the county of York and Commonwlth of Masechusets" [Oxford Deeds, 9:443].
Surveyed by Samuel Titcomb, Apr. 1788 [Land Office Plans, 2:14]. A plan was
drawn by Nathaniel Chamberlain, Dec. 23, 1795 [Land Office Plans, 21:20].
Purchased Feb. 18, 1791, by Joseph Holt, John Russell, Isaac Blunt, Asa
Cummings, Stephen Cummings, James Holt, Jr., Jonathan Abbott, 3rd, Nathan
Abbott, Jr., Joseph Lovejoy, James Jones, Nathaniel Fay, William Chandler, Jr.,
Nehemiah Holt, Uriah Russell, Benjamin Goldsmith, Samuel Cogswell, all of
Andover, Massachusetts; Johnson Proctor and John Lambert, both of Danvers,
Massachusetts; John Jaquith, Jr., Samuel Boutell, Jude Jones, all of Wilmington,
Massachusetts; and Daniel Lovejoy, Jr., of Wilton, New Hampshire.
Settled in about 1791 or 1792 (the earlier date of 1784 given in Warren's
History of Waterford is not thought to refer to a permanent settlement).
First organized as Orange Plantation by 1797. Later known as Oxford
Plantation.
Incorporated June 20, 1803, by _petition_
(http://oxfordcounty.blogspot.com/2006/01/petition-for-incorporation-of-albany.html) of a committee chosen by
the plantation. The townsmen had considered the name "Montgreen" before
settling upon "Albany".
Land set off to Waterford, Feb. 18, 1811.
Incorporation repealed Oct. 29, 1937. Organization surrendered Nov. 20,
1937.
Now known as Albany Township, and as part of the South Oxford Unorganized
Territory (with Mason Township and Batchelders Grant).
