The 1890 population schedules were destroyed by fire in Washington, D.C., in 1921, however a special census of Union war veterans and widows of veterans was taken in 1890 and is available on microfilm.
The State Archives also holds state census schedules prepared in 1855 and 1865. The information contained in the state census is similar to that of contemporary federal returns and they are arranged in a similar manner. A name index for these schedules exists for many of the small towns in Essex, Middlesex, and Norfolk counties and Charlestown.
You might try to check for a Lowell City Directory for 1890 - but it seems no census exists for 1890 - state or federal.
