Naturalization papers were required to make a non-citizen, a United
States citizen. This country was not founded until very much later, so
no, there would be no naturalization papers from 1638. In New York
City they start in the 1780s, and in MA about 1790. I found this by
searching the Archives web site, link provided in the previous email.
