I have been waiting for someone else to answer your question, as I am not an
expert, and am only aware of what I have learned on other lists, but it is my
understanding that the counties were divided into military districts with the
Captain of each responsible for collecting the taxes, and keeping order.
The names of the districts were the names of the one Captain of that Militia.

The inhabitants did not necessarily arrive with that Captain, or have any
connection to him, although, people were prone to travel in groups because
travel was so hard and risky.

I can't find that mine traveled in any group. They seemed to have a jet
plane. Or a space ship.
