Delaware was the first state to ratify the Constitution. This made it the
first state of the Union.
Delaware had been know as a part of Pennsylvania before the
Revolution. This process of becoming a state with no capitol resulted in
the loss of the 1790 Census. Yes, the census was taken but no 'capitol'
existed to protect these documents, hence the 1790 Census for Delaware has
been lost for two centuries. dori
