Any suggestions on my surname "Kendall"

I can't seem to find my James Kendall in the 1860 and 1870 census.
He was born in Virginia about 1856 (Father: James Kendall (from Va.) and Mother: Elizabeth(from Va.)
He was in Washington DC and Montgomery County Maryland in the 1870's and 1880's then in Fayette County, Pa. in the 1890's-1912).

I have been trying to find him for over 8 years. I think my brain is fried on this one and I need some fresh brain power from anyone willing to help.
