According to MD Vital Records web site the following people may apply for a death certificate:

Surviving relative of the deceased
Authorized representative of a surviving relative of the deceased
Funeral director who was in charge of the final disposition of the body of the deceased
An individual who has a proven legal need
Court of law

MD used to seal d/c's for 50 yrs and b/c's for 100 -- so when did this change?
