Betty,

From what I can gather from the description of the Election Districts of
Allegany County, not to be confused with the Enumeration Districts used
in the census, it seems that Virginia Ave would be in Election District
#4, the Canal District. Those outside Cumberland proper in this
district are found on pages 04-41 through 04-63. I would suggest
starting with Enumeration District #4. Early on, it looks like the
Enumeration & Election Districts coincide.

Cumberland: ED 03A, ED 04-01 through 04-40, ED 05-11 through 05-67,
ED 06-01 through 06-31, ED 14, ED 15-01 through 15-24

Election District #4: ED 04-41 through 04-63
