Keeping in mind that election districts change, it is actually necessary to
review the locations of districts for each census individually. The most
drastic change came between the 1870 and 1880 census. That is because
Garrett County, which previously had been Allegany County ED 1, 2 and 3, was
formed in 1872. Following the creation of Garrett County, AC numbered its
districts from the east to the west, reversing the earlier order.
