The Presbyterian Church has a central library which is good. I have got some from the Maryland Methodist Headquarters in Baltimore.

Was there a Lutheran hierarchy over the church in some other centralized
location where the records may be kept?

I've been a Lutheran all my life and the hierarchy of the local churches is
the congregation of that church. My guess is that when the old church no
longer had services, one of the church families took the old records home
for safe keeping.
I found this to be true with some of the Methodist churches on the circuit
that served the area between Oldtown and Flintstone. Good luck in finding
that family.
