Yes perhaps, since W VA didn't become as a state until the middle of the
civil war (1863 believe), those folks living on the west side of the
Potomac River would have been living in "Virginia" in the 1820's. It is now
the Harpers Ferry area, just across the Potomac from Petersville MD is just
over the River in Maryland. No industry there except maybe the railroad a
Brunswick, but I don't believe that came until the 1840's. Petersville is
also close to Frederick MD which would have been a reasonably bigger city in
those times.
