It is logical that they have no cross-reference to deaths and they would
have no way to know the person in the birth certificate was now dead. It is
rather standard all over the country to restrict access to some vital
records because of identity theft. I have read recently that one should not
put into an obituary the day and month of a person's birth or his parents'
names as it has happened that identity thieves have culled this information
from obituaries and obtained credit cards, loans, etc., in the deceased
name, complicating estate closure. I had wondered why my cousin's obit last
November had omitted those items - now I understand. I have also read of
identity thieves stealing the identity of children who died young from death
registrations in court houses.

I know the restrictions are frustrating to us when we are trying to gather
family information. One person I heard of was refused a copy of a death.
She then wrote again, saying she was advised by her attorney to obtain a
copy, and that worked. Might not, today, though. An attorney settling an
estate could probably obtain those vital records., but we don't want to go
to that expense.
