Are we sure the year is 1854??  I ask because I am not aware there was a
military draft in 1854.  Could this be 1864, referring to the Army of the
Potomic and military draft and operations?  Just a thought.

Priscilla, I tried to look for just the July 1854 issue. There is none. The
available dates stop after 1846 and then pick up again for 1864. There is no
July 12 issue on either of those years.
