How can I get a copy of this list or the newspaper page? Mainly I am looking for any spelling of Sinnet, Robinson, Cox, Baldwin.

I'm so glad this was the right page you were looking for, and at least that
mystery is solved.
I think you guessed right on the few words you couldn't make out;
I think it is the "5th inst" (meaning the same month);
"Actual Physical Disability";
"Over age" (this one's tough to make out, but it makes sense, and it
doesn't look like Old Age.
Can you imagine that they only had 3 days to report to Baltimore, all the
way from Allegany Co? That would seem hard even by today's standards. I
checked the paper of July 6th (the day after the draft was made, and didn't
see any names listed, so I imagine the 13th was their only notification.
I agree, it would be wonderful to research all 170 men listed. I would
assume there were many more than just these listed on this date, in other
newspaper editions, etc. I could help in transcribing these 170 names, but
it wouldn't seem to be a complete list to me, and I wonder if there would
already be another source out there with a list. I wish we knew where these
16 districts placed on a map. It would help to locate where these men lived
within Allegany Co.
