Can anyone tell me if in the 1900 Census for Baltimore City, the city boundry was different than what it was in the 1920 census?

I am looking for Windsor Mill Road and Allendale St which is a part of Baltimore City in 1920. They are very close to the western boundry and I am not able to locate them on the 1900 census.
