Does anyone have any idea who the parents of this William Watkins were?

Captain Wm. H. Watkins, died at his residence in Federalsburg last week, aged seventy-three years. He was a native of St. Michael's, Talbot County. He was a captain of a company in Col. Wallace's regiment during the war, and fought at Gettysburg. He was a member of the constitutional convention of 1867, and for twenty years was justice of the peace, holding that office at the time of his death. He was a prominent and official membr of the M.E. Chruch. The Cleveland, Thurman and Gibson Club, of Federalsburg, of which Captain Watkins was a prominent member, passed suitable resolutions in his memory.
