Ballyconnell (spelled every which way) was a big tract located along
the northeast branch of the Elk River, laid out for George Talbot back
in the 1680's. It was located where Elkton, Maryland is today.
Map here, although Balconnell is not on this.

I believe just about where it says 'Grist Mill" (very hard to read)
--at the east corner of Elkton on this map.
Elkton used to be called "Head of Elk" and before then it was called
Sahakitko, which I believe was the name the Susquehannock Indians had
for the place.
Here is a wiki about Elkton:

This page has some interesting Cecil County place-names, and a little
about these places:

Because of the several families that you're researching, I think June
D Brown's book, _Abstracts of Cecil County Land Records, 1673-1751_,
would be especially useful for you. I typed up a couple of records
from it to post here, but I am a terrible and slow typist, and I think
there would be many records in this book of interest to you.
Also, if you haven't already, I recommend you read _History of Cecil
County, Maryland_ by George Johnston (1881) --which is all online at
Mid-Atlantic Archives website. The table of contents will probably
lead you to the right chapters.
Here are a few land records that help locate Ballyconnell:
Bellaconnell
P. 182. Deed. Anne Lynes of Charles Co. widow, William Bladen of
Annapolis, esq., and Mary Contee of Charles Co., widow, for
£128.12s10p (the remaining sum due on a bond of £205) and because they
are moving, to John Smith, son and heir of William Smith, late of
Cecil Co., deceased, 1,000 acres of land called Friendship and the
other 400 acres and 432 acres from a tract called Balconell, bounded
by the land of Nicholas Painter. Said land already in the occupation
of John Smith.
Charles Lord Barron of Baltimore by patent dated 16 Apr 1683 granted
to George Talbot a tract of land called Belconell containing 2,000
acres of land on Elk River. By patent dated 21 Apr 1681 Lord Baltimore
granted to Nicholas Painter a tract of land called Friendship
containing 1,400 acres of Elk River. Phillip Lynes, esq., deceased,
owned these two tracts of land in his lifetime and on 14 May 1703 made
a bond with the said William Smith for £514 conditioned for the
repayment of £205 (of which some has been paid) to make over to
William Smith 130 acres of land out of the tract of 1,400 acres
called Friendship and 870 acres of the tract called Bellconell. Both
tracts of land in Sweed's Towne in Cecil County. By his Last Will and
Testament dated 6 Aug. 1709, Phillip Lynes bequeathed his lands in
Pennsylvania and adjacent counties to his wife Ann Lynes, his cousin
Mary Contee and his friend William Bladen. Made 20 Sep 1711. Wit:
Peter Pelletear, John Thomas, Richard Coe, F. Morcier.
Wornell Hunt, gent., appointed attorney for Mary Contee, Ann Lynes
and W. Bladen. Wit: Carolina Huntt, Amos Garratt, Jno. Beale, John
Thomas. Ackn: 18 oct 1711 before Evan Jones, Mayor of Annapolis, by
Carolina Huntt and Amos Garratt who witnessed Mary Contee sign the
deed. Amos Garratt and Jno. Beale made oath they witnessed William
Bladen sign the deed. Ackn: 13 Nov 1711 in open court by Thoomas
Bowne, attorney of Cecil Co., for Anne Lynes, Mary Contee and William
Bladen. Rec. by Jno. Dowdall, Clerk.
[p. 79, Abstracts of Cecil County Land Records, 1673-1751, by June D Brown]
P. 190. Deed. John Smith of Cecil Co. yeoman, and Jane his wife, for
£10 to Rees Hinton of the same county, yeoman, 70 acres of land on the
NE branch of Elk River bounded by a tract of land called the Grange
formerly laid out for William Dare but now in the possession of Reese
Hinton and by John Smith's land called Balconel. William Smith,
deceased, is the father of the said John Smith. Made 9 Nov 1711. Wit:
Henry Hollingsworth, Thomas Jacob. Ackn: 13 Nov 1711 at the courthouse
on Sassafras River by John and Jane Smith. Jno. Dowdall, Clerk.
[p. 80, Abstracts of Cecil County Land Records, 1673-1751, by June D Brown]
--same day (and same page, same book), John Smith had an agreement
with Allen Robinet concerning a small tract containing "water corn
mills or grist mills" called Smiths Mills. Smith was deeding this
tract to Thomas Jacobs of Middletown, Chester Co., PA.
Here's the main URL for the "Beneath the Underground" website, where
you can find Martinets maps for all of Maryland, under which are
counties, under which are detailed views of the various divisions of
the counties:

This is where the cecil County mapes are located:

I think the series of books called _New Castle County Delaware Land
Records_ by Carol Garrett would also be very useful to you, because at
least some of the people you're researching may have lived very close
to the DE-MD border between Cecil Co. MD and New Castle Co., DE.
Because of the way land located in what is now Delaware, Maryland and
Pennsylvania were laid out and contested, records of all three states
probably need to be looked through for some of the people you're
researching.
Best wishes & hope this gets you where you need to be,
