Subject: [MDFR] Woodford County Questions

I have two questions that, perhaps, some knowledgable person might help me
with:
1) When I find a name on the tax books of the Woodford County Tax Assessor
in the early 1800s, does this mean that the person OWNED property in Woodford
or just that he OCCUPIED property?
2) More general: The day before a wedding, I find record of an official
document that binds the groom and his friend to the Governor of Kentucky for
the sum of 50 pounds. The two men are pledging that there is no lawful cause
to obstruct the marriage. My question: Was this normal at this time or does
it indicate anything....like a second marriage, etc.?
Would appreciate any information that anyone has on the two topics. Thank
