I don't have anything definite, but ... I read the item because I have a
collateral Frazee so the name jumped out. And, of course, I was born on
land that was once (and very briefly) probably part of Monongalia and have
relatives also in Preston Co. With the names Friend and Skidmore together,
I would suspect a location in the eastern panhandle of WV was a likely
place of marriage (i.e., Hampshire Co.). A small part of the Friend family
did reach Randolph and several of the Skidmores did also. Hampshire could
have been on their route from Maryland to Monongalia County although it is
not the most popular route for that migration (most seem to have gone from
Allegany through the Aurora (German Settlement) and down cheat river to
modern Monongalia. Nevertheless a very significant number did go into
Hampshire, stay a while, and then go to upper cheat (Dry Fork) and then
into Monongalia. In 1782/83 "Monongalia" was very large and largely
unsettled. And very few had any confidence as to where they really were or
how far Monongalia extended in any direction. The first court for
Monongalia has been placed at a farm in Fayette Co., PA, apparently.

Good luck to your friend in his/her quest.
