The marriage records you seek are at the Maryland State Archives (MSA)
in Annapolis, MD.
The good news is that the Montgomery County, MD marriage records for
1800 are on microfilm: MSA CM724:

The bad news is that it will probably cost you more than you
intended. According to their current service/fee schedule, they will
search for one name, in one index, and send you a plain copy of one
document, for $25.00. They will only search indexed records. A
perfunctory search of their Marriage Records Finding Aid does not show
a separate index to the MoCo records. I don't know whether MSA will
search for a MoCo marriage license. If they will not, you have the
choice of finding a volunteer (there are a few out there who cover
MSA, although they probably have an incredible waiting list), or
hiring a professional to find the marriage license and send you a
copy.
