Mary I think your 1810 census showing 2 Phillip Norris your answer.
Two Phillips
Phillip May 1, 1758 SMC d. 1822 Nelson Co., KY s/o Thomas Norris & Ann Heard
was father of William b. 1785 SMC

Phillip b. Dec 25, 1754 SMC d. 1823 Nelson Co., KY s/o John Baptista Norris
& Mary (Linda Reno says Woodward) was father of Teresa b. 1791 SMC

Both William & Teresa had fathers named Phillip.
This from what I can gather is answer to different ones saying William was
s/o Phillip and others saying no Teresa was d/o Phillip.
Both Phillips did die in Nelson Co. one in 1822 one in 1823.
