I have an inquiry that may or may not be answerable. I have a written
family research project on the Roland/Rowland families written in the early
1900's which states that the Potomac River was navigable by ocean going sailing
ships as far up as Hagerstown, Maryland. Could this possibly be a true
fact?

Responses would be greatly appreciated.
