There is about a page and a half article in Williams' about the Leiter family. It includes mention of an Andrew as a child of a Jacob Leiter who died in 1814.
Also, here's an Andrew in 1810
Andrew Lighter Elizabeth Hundred, Washington, MD 1810
And in 1820
Andrew Leighter Election District 2,Washington,MD 1820
And in 1830
Andrew Leighter District 7, Washington, Maryland
And in 1840
Andrew Leiter Leitersburg, Washington, Maryland
And in 1850
Andrew Leiter District 1, Washington, MD abt 1816 Maryland
Obviously, the Andrew bc1816 could not be the one named in 1810-1830.
