The published probate index runs from 1776-1890 (Morrow & Morrow). I don't know of anything later - perhaps someone else on the list does. If none is available the address for the Registrar of Wills, Washington County Courthouse, Hagerstown, MD 21740. I would look on the county website to see if you can contact them over the Internet or perhaps some local folks could give you more direction.
If you contact the Washington County Free Library in Hagerstown there is an obit listed in the obituary locator that I would explore;
WINTERS, Annie age 37. Her obit is in the 8 January 1907 Daily Mail. I think for a reasonable fee they will copy and send the obit to you. There are two George Winter obits and one George Winters. Let me know if you have a death date and if one of them fits, I'll give you the pub. date and newspaper.
In volume III of VII of Morrow & Morrow's Cemetery Records; this is in the Union Church Graveyard, State Line PA close to MD State Line:
Winter, Mary W., Mother b. 27 Oct. 1870 d. 8 January 1907
Winter, Helen R. d/o George B. and Anna M. Winter b. 2 Aug. 1902 d. 6 Jan. 1904
Burger, Jacob b. 1807 d.1903
Burger, Mary A. w/o Jacob Burger b. 1813 d. 1889.
[There is not a marriage for Burgers in Morrow & Morrow's Marriage License Index 1779-1860 )
There are three other Burger burials in the cemetery. Also beware of an alternate spelling of Burgher.

Does anyone have access to an index of probate/court records for this time period? I am hoping to find more info about her family and possible previous marriage(s).
Since I have never looked at probate or other court records (except for a will), would anyone offer suggestions on what might be included or where else to look. I do have a copy of her obituary (made possible by help from some folks on this list) and a death certificate. The obituary noted that 3 other children (besides 2 who we knew about), were in the home at her death but we know nothing about them.
Assuming that an index does provide an identification of a record(s), how could I obtain a copy of those records?
