I checked all of the Washington Co., Land Indexes and could find no Thomas Powell. I did find one listing in Frederick Co.

Book 21 Pg 46 Nov 10 1843 Powell, Thomas From Juliann Thomas Sale

Sale involved personal property, feather bed, table, chairs and a few other articles.
