My son works for an HMO in another state and he told me that doctors are given a certain of money for so many people. In other words, if they only pay them for seeing 20 patients a day, the 21st patient is not paid for by the HMO's. My primary doctor is always at least an hour late but that is because she is a patients doctor. She spends time with you and is not in and out in five minutes. She is just wonderful and I have been going to her for about 25 years.
