Roster of Union Soldiers, 1861-1865 shows

Bowen, James H. MI Cav. 1st U.S.Lancers Co.F QMSgt.

A Lancer Regiment was organized in 1862 by Col Arthur Rankin, an English Canadian, but was disbanded by order of the War Department.
[The Union Army, Vol IIi, pp 433]

1st United States Lancers, organized at Detroit, Saginaw & St. John, MI, 11/30/1861 to 02/20/1862; mustered out 03/20/1862.

[Dyer's Compendium of the War of the Rebellion, Part III, pp 1275]

NARA probably does have his records, but if you want faster service for a few bucks more, try

http://www.broadfootpublishing.com

or call 910-686-4816

The information is the same but Broadfoot Publishing is much quicker. I would not expect a whole lot of information though.
