I'm not related to this family.

1910 census lists Roxy as a step-daughter as her mother has remarried. Could it be that her father is Charles Fred OR Fred Charles. It was not uncommon for people to interchange their 1st and middle names from one census to another.

Maybe Roxy 'conviently' forgot her mother's name or was confused by the question. Maybe the question asked - Mother's maiden name and she didn't know that.
