Hi. I am seeking any information on a Stephen Colvin listed in 1831 and 1832 census of Monroe Co.

It appears that this individual made several land purchases in Lenawee Co. during the same time frame but it is unclear as to who he was. Also does anyone have an idea of the significance of "Petitioner" in the township name? I've seen other listed as "Voter". Thanks for any help.
