Here is Washtenaw Co. Clerk's office for address & cost ($13).

For my money and time, I would utilize FHL microfilm if record was
microfilmed as it is cheaper and faster that mail. Can obtain through
Michigan Dept of Health but takes longer (5-6 wks, I've heard) and costs
more ($17). County only offers certified copy.
